Under starter's orders

under starter's orders というのは、waiting for a signal to start a race = レースのスタートの合図を待っているという意味。

例：

The athletes have been waiting for this moment for years. They’re under starter’s orders. And they’re off!
（アスリートたちは、何年もの間、この瞬間をずっと待っていた。彼らは、スタートの合図を待っている。そして、スタート！）
It was only a second or two but the runners seemed to be under starter’s orders for hours before the pistol was fired.
（ほんの１、２秒であったが、ランナーたちは、号砲が鳴るまで何時間もスタートの合図を待っているように思われた。）

よく似た表現

Under arms は、supplied with weapons and prepared to start fighting = 武器が与えられていて戦闘を始める用意ができているという意味。
